Implementing an automatic scaling loosely based on Hemothep's Dynamic Difficulty mod: The mod will compare the strongest player with the strongest AI country and increase of decrease the amount of scaling that is done. To enabled this you need to:
- Enable scaling. Can use default scaling or configure which modifier should be updated how often
- Enable automatic scaling in the options mod event.

Small update:
Bugfixes to the configuration of scaling
Adding the ability to MANUALLY change how many steps are done when scaling is applied. In the next update, it will be possible to automate this number depending on how you are faring according to Hemotheps "compare to other empires" script. Wasn't able to finish this today and won't have time the next days so I decided to publish above part at least.

Updates to country types difficulty modifiers:
- Added mid game crisis to marauder category to allow specifying them
- Now showing the standard npc bonuses and applying vanilla "scaled_difficulty_bonuses" to the country types that have it defined instead of a general halving on all non-crisis factions.
- End game crisis still show the actually applied values instead of 1/3 as all end game crisises have scaled_difficulty_bonuses==3.
