Dev note: Having played several games against pure airborne USF commanders - there is a definite need for reliable anti-air on the Ostheer roster. In addition to the standard flak emplacement, the Luftwaffe Ground Force also has access to this heavier, non-doctrinal Flakpanzer Emplacement to help deal with air threats and have a sturdier defensive position.

Dev note: The idea is trenches being the best infantry cover available and should be used if you have more time to build them over just sandbags.


Tiger I

- All commanders that have the Tiger I unlock recieve a -100 Manpower -10 Fuel discount per Tiger

Dev note: This is currently very barebones there are few upgrades at the moment. The Ostheer Forward Base will serve as a strong point and retreat point similar to the OKW Forward Operating Base, but only one can be built at a time. It's upgrades will be stronger on average than OKW FoB's and will have more options due to build limit.

Hauptmann
- New UI decorator with Hauptmann (Captain) rank
- Hauptmann will be promoted to Major at Veterancy 3 - includes New UI decorator with Major rank

Elite Armored Doctrine rework
- 221 production available from HQ requires sWs deployed
- Lose access to volksgrenadier
- Battlegroup Headquarters cost reduced from 200mp/25fu → 185mp/0fu (Doctrine only)

Dev note: Taking inspiration from the Panzer Elite faction in CoH1 the "Elite" Armored Doctrine always felt lacking as an Elite commander. Reworking them slightly to fit the theme, their Volksgrenadiers are removed making Elite Panzergrenadiers their mainline infantry. They are given the support package option to help with flexibility and support the Armor.

[New Upgrade] Resource Transfer Order
- Allows for transfering fuel upfront for manpower and munition over 10 minutes. 20 fuel grants +4 manpower/munition per minute for 10 minutes.
- Ostheer can access this ability from the [Fuel Depot] building. OKW will access from the HQ

dev note: Some concern has been expressed that players are unable to control their economy in the late game as one resource or another builds up. Hopefully this ability will grant those with fuel resources the option to change them into Manpower or Munitions

[New Upgrade] Requisition Surplus
- Grants a 10% chance to gain a fresh Grenadier squad when sending manpower transfer orders or an immediate 10 munitions when sending a munitions transfer order

[New building] Fuel Depot 225mp 95fu
- Increases fuel income by +5 and after 5 minutes increases player fuel income by an additional +20
- Requires 2 constructed fuel caches
- If at any time the player loses access to at least 2 fuel caches the Fuel Depot will stop producing bonus fuel

dev note: As part of the Ostheer forward base rework this will now be built in base to provide Ostheer with late game income. This income will only benefit the player that builds it. Strategic nodes still provide income to the whole team.

Building the depot inside of the resource node was a bit clunky and very easy to destroy so moving this into the command sector alleviates those problems. Because it is no longer as vulnerable restricting the build limit to one per player.
