Macabre Waltz will no longer falsely appear to be a free action with cbac.
Added configs so Mr. Nice's weapon fixes will apply the aoe ammo fix to many abilities.

Skills with HP costs now have Red backgrounds.

Rewrote the way Grimy's Fury's Psi attacks are implemented; you can now use them alongside the regular non-strafy versions.

excluded incendiary shot and rupture bullet from Extended Explosives Tweaks.
this fixes an issue that was causing the game to fail to launch when both were used.
