- accidentally set "99 dead heroes" as a requirement for the Flagellant recruitment event to trigger. It's fixed now

This mod does the following:
- Adds +1 to roster size
- Allows the Flagellant to equip up to 7 combat skills
- Remove the 'Town Event: Blood Pilgrimage' and
- Makes the 'Town Event: Blood Scourge' appear sooner
