- altered edict "Ecumenical matters" to make it more versatile
- added new mercenaries for roman and germanic areas
- fixed imperium and political power levels for all factions

- fixed icons for Equites Promoti Iuniores for shield pattern and weapon
- enabled Equites Theodosiaci for ERE (palatial chain, only with submod for ERE)
