Added a race property to Serf to fix a bug where she would spawn as a hiver. Thanks to /u/Samson for finding it.

- Removed the squad multiplier for Sanctuary citizens to possibly fix a crash when the town spawned.

- Added a new game start that puts you in Sanctuary

Fix for a bug where you get double reputation on some dialogue events.

- Tweaked the outlaw dialogue when you meet them in the Fog Islands to reflect geography.
