• added an event that can trigger for the emperor (once per ruler), if the "Gemeiner Pfennig" reform was enacted, in which the emperor has 3 options:
  
  • charge high additonal taxes, which has the following effects:
    
    • emperor loses 5 imperial authority
      
    • emperor gains 15 tax income, -2 diplomatic reputation and -10% imperial authority for 10 years
      
    • all HRE members' opinions of the emperor change by -30
  • charge moderate additonal taxes, which has the following effects:
    
    • emperor gains 15 tax income, -2 diplomatic reputation and -10% imperial authority for 5 years
      
    • all HRE members' opinions of the emperor change by -15
  • don't charge any additonal taxes, which has the following effects:
    
    • emperor gains 5 prestige
      
    • all HRE members' opinions of the emperor change by +20

• the "Pragmatic Sanction" now can not be enacted, while the laws of the "Golden Bull" are in effect
  
• enacting the "Golden Bull" now disallows female emperors
  
• aboloshing the "Golden Bull" now allows female emperors, if the "Pragmatic Sanction" was enacted before the "Golden Bull" was enacted
