Fixed the new starbase types.

- Drydock now requires Cruisers tech.
- Refactored Drydock. Now also gives a hull bonus to ships built and adds +1 shipyards.
- Shifted modifiers of the Drydock to see if they work in a different scope.
- Added hyperlane sensor range to Space Traffic CnCC to try and resolve a fringe issue.
- Added new starbase types for Resource Silo and Hydroponics outposts.

EXPERIMENTAL UPDATE
You should probably just disable this mod until the cluster-f**k that is 2.0.3 is fixed, but I've tried to address some AI short-comings with this update.

- Basic outposts now have a module slot.
- Shipyards cost 0 minerals to build and take 0 days to build.
- Shipyards have 0 upkeep.
- Anchorages have 0 upkeep.

I've over-ridden the living s**t out of the vanilla modules and buildings to see if I can get the AI to actually try and compete with more than one shipyard on their initial starbase. Honestly, I haven't tested any of this because I'm too damn de-moralised to bother before pushing out a potential fix for you.

- Merged in some starbase upkeep and stat changes from 2.0.2.
- Tinified ({c} folk) the module/building selection lists.
- Added two new modules: Dry-dock and Extended Silo.
- Added new buildings: Defence Post and Fleet Command HQ.
- Tweaked benes of Space Traffic CnCC.
- Orbital Lab output now scales similarly to Mining Ops CnCC.
- Changed max number of building slots to 8.
- Numerous AI weightings changed to 0 because the AI is clueless.
