Fixed the Mod ID issue with saved games

Updated the modinfo file to the original mod ID. Turns out it changed when I began editing the mod on my boot-camp Mac.

This should work with your old saved games!

v4.0 changes: +0.5 Housing in each city changed to +1 Culture in the capital to avoid integer errors in the game code. Updated compatibiltiy with new DLCs. Renaming game files to proper Seeds of Growth names.

I wanted something simple, not too overpowered, and different from the other two economic policy cards offered in the beginning of the game. The food option provides a good starting bonus to cities in your empire that need to grow faster in the early game.

v1.0 This mod should work most other mods and DLCs, unless another specifically changes the Code of Ethics civic or the Collectivization policy.
