Made it so only admins can access the weapon's utility menu.

- Fixed a bug that prevented the grenade launcher from shooting when out of primary ammo

- Fixed a bug that sometimes made the grenade launcher randomly fire
- Custom hud now shows how much ammo is in the grenade launcher magazine
- PDR hands utility menu now shows up in multiplayer

Extended grenade launcher magazine, no longer deducts reload speed

Fixed a bug were alt PDR did not have the cameo troy battle sights showing up

- Added new default sights.
- Made the original default sights colorable.
- Added colorable troy sights from KK's pack.
