Implemented further visual polish on outlying areas, only base sectors left to refine.

Balance Changes

-VP moved close to the middle of the map
-Area surrounding VP adjusted with sight blockers to allow flanking in the area
-Removed 4 large sight blockers and redid "piping" to maintain feel, but allow the map to open up further the longer it was played
-Added yellow cover along the attacking side wall outside both bases, this disallows green cover directly outside the base, unless it is the defender
-Added yellow cover in multiple sections along the negative cover roads outside both bases, allowing safer passage across it
-Damaged all buidings relative to their power, mirrored HP on both sides
-Added FX markers

-After extensive testing from VonIvan and Jamin/Price we removed outer edge sight blockers so it didn't feel so narrow on the each respective side going towards fuel points
-Removal of original sight blockers replaced with sight blockers that are medium crush
-Adjusted pathing
-Changed seawall to add better visuals
