Okay, removed the shorter refire rate due to bugs regarding timing things just right to make the addon throw lua errors or to reset the timer but forget to delete things.

End of repetitive updates for now. Got it more stable than it was. Won't cause errors with the setup I've got now. Shortened admin's refire rate. if fired before blast goes off, all it will do is reset timers and will shoot where it was most recently shot. Enjoy.
