Fixed the if statement in the init, was getting stuck in init if display was and LCD/Text panel and not a surface.

Full percentage is now checked against each drill. Previously one drill could be full before the overall average triggered the full limit.

Default display tag changed from [CV] to CV, if using [CV] on cockpit the AppendPercent will get confused.
