Added Empire tiles beyond brimstone to make sure that the player can't fortify the brimstone and thus be able to see beyond it.

Pondered but decided against changing layout to remove the need to sell a tile of Torture Chamber in order to place Underminder, is harsh but can still work out for patient players.
