Improved the Spread Decay (how fast the crosshair shrinks again after shooting) and adjusted the spread per shot to be about the same as before. This makes the weapon a bit more responsive.

THE BALANCE UPDATE
-Reduced damage from 50 to 40.
-Reduced Penetration Layers from 3 Commons to the vanilla value of 2.
-Removed reload speed modification as it was causing occasional visual glitches on reload.

The damage drop was sharp, but necessary, as this weapon was more powerful than nearly every other weapon in the game. While this weapon remains the most accurate of my OBO SMGs, it now has the lowest DPS, possibly of any primary weapon. The MP5 will need further tuning after this, to give it some major upsides. I'm thinking of making it a commando-style weapon with DPS being its only weakness. It remains the only weapon with the same accuracy when standing or crouching, at least for now.

SIGNIFICANT UPDATE:
Decreased damage from 50 to 40.
Increased magazine size from 30 to 40. It really wasn't enough.
Increased deploy delay (time after switching to weapon before you can shoot) from 0.35 seconds to 0.4.

Reworked the way the crosshair firing spread and spread recovery works. It'll now recover much slower, but spread less per shot. The idea I'm going for is to make the weapon able to fire accurate only in short bursts.

Balanced: Increased aim spread per shot. Also increased deploy duration to fit my new smaller-weapons-draw-quicker philosophy.
