-Increased Spread Per Shot to 1.8 from 1.2.
Was too accurate before. This should give a similar automatic firing accuracy as vanilla.

-Experimentally changed the fire rate of each burst to 700rpm from 850rpm (0.0857 from 0.07). Note that this does not affect total fire rate, only the fire rate within each burst. Might change this later.

-Left damage where it is (50), but increased PenetrationPower from 50% to 71% for optimal damage breakpoints through all three pierced Commons (50 x 0.71 = 35.5, 35.5 x 0.71 = 25.205).

SIGNIFICANT UPDATE:
Increased damage from 40 to 55 to bring its DPS to a level that competes with the othe Rifles.
Reduced fire rate back to vanilla value of 0.07 from 0.06
Increased vertical recoil from 1.15 to 1.5 (vanilla = 1.0).
Increased deploy delay (time after switching to weapon before you can shoot) from 0.45 seconds to 0.55.

Increased damage from 45 to 50, to make it less feel less lumpy on Expert (kills Commons in two shots instead of all three in a burst).
Also increased deploy duration from 0.3 to 0.4, and readjusted the description.
