-Added English localisations for languages which haven't been translated to.
-Finally fixed 'Rebellious Persuasions' tech not showing anything in its description box.

-Optimised Vanilla pre-revolt events so that now one event rather than 11 (13 in this mod) is checked for. Saves CPU.
-Decided to overwrite unrest_events, as I was already overwriting 24 of 33 events or something like that and it was making the error log longer.
