Fixed Bug for Broken Shackle/Payback
- Explorer/Colony/Engineer Vessel can now have it's Subspace Drive by customizing the design.

Added Machine Spirit Civic for machine species
- Much like Machine Cult civic... but has latent psionic machines (yes!)

Primitive fixes

When you don't cede the system to a Pre-FTL empire, they will declare war on you via a special war goal

Payback & Broken Shackles have access to Stellar Service conscription policy

Megacorp Branch Fixes:

Worker Coops should function better & also have a dedicated spy mission for establishing underground railroads

MSI Empire now has proper policy set up, acts more like it does in lore.

Criminal Syndicate fixes too

Still so much to do, but but today I established how cold-war like mechanics will happen for worker-coops. Still the early phase, but the infrastructure is put in place (code wise) to replicate this for Ruthless Competition

Primitive fixes too, mostly in regard to branch offices but also their civics account for their ethics now. This is still in early phases
