Yeah, this mod was made quickly, I've looked into somehow saving the traits per save rather than per load, but it's beyond me. If you have any suggestion on how to fix it, let me know. My civ randomizer has the same issue.

As for mercantile city-states, their starting city is always placed on a source of porcelain or jewellery. This means if another city-state becomes a mercantile city-state after a reload, they will not have that unique luxury resource, and so will provide no extra happiness, should you make them an ally.

If there is a way to make it so it only randomizes city-state traits on the initial startup, this mod would be so much better, but because it reduces the value of certain city-states, I may have to disable it if I want to play with unique units and not get confused as to what city-state has what resources...

This is good, but it randomizes the city-state traits with each session (Every time you load the game). Because of this, I could be allied with a militaristic city-state in one session, and then they turn into a mercantile city-state the next. The rewards do not seem to carry either. For example, if you befriend a cultural city-state which becomes a maritime city-state the next session, you'll still only be getting culture from them.

On top of that, the problem I mentioned above, in that it randomizes city-state traits per session, is that it severely cripples the value of militaristic and mercantile city-states. Militaristic, because if you reload a save, you no longer receive unique units from them. On top of that, any city-state that becomes a militaristic city-state after the game is reloaded does NOT provide any unique unit at all, which takes the shine off them.
