0.01 is 1%, so replace it with 0.05 if you wanted 5%, etc.
You set the value manually, so you can have 1%, 2%, 3%, etc. You don't just choose either 1% or 10% and that's it.
That said, I don't think it's hard to quantify as it's fairly basic math. If you have the value set to 1%, then you should get 1 horn after shaving a Beefalo rouhgly 100 times. If you have it set to 10%, then you should get a horn roughly every 10 shaves. If you set it to .5%, then you should get a horn every 200 shaves.
Setting it to random value doesn't make sense to me as the randomness of the drop is defined in the percentage chance itself. Just because you set it to 1% doesn't mean you'll get it after 100 shaves. You could get it on your first shave, your 99th shave, or (if you're really unlucky) on your 500th shave.
