You definitely have to start a new shift but yes I believe game too, as the game loads files while it starts up and then map specific files when you start a shift...

If you downloaded it while in game you have to restart game

Sounds like something wrong with the game if it won’t let you answer. Have you tried force starting any other calls/does this work for other calls?

the callout doesnt work for me. when i type the command, the phone rings. i will click on the phone icon to answer it but it wont let me click.

You press the tilde key (¬`), usually below your esc key on the left of your keyboard. If in Germany, use O with an omlaut.

How do you acsess the console? I asked Google but it came up with nudes.......... DONT ASK ABOUT MY INTERNET HISTORY O_O
