Sigilville by Caleidian

This city built based on one of the Scenarios (Trains!)
Maxed population at 480K. No Mods. All 9 tiles unlocked. All areas built. 20M money. All monuments and super buildings built (except for disaster vaults system). Double output commercial and industries ordinances activated.

Minor problems:
- heavy vegetation easily cause fire to spread. But easily handled and regrow.
- almost no one using ferries anymore. They're there just for decors :)
- mid islands walkway paths get flooded when river level rises.
