Snow Cone is a passive item that has a chance to freeze enemies near Isaac for a short period of time. Can be found in the Treasure Room item pool.

Maybe it could also give you a chance to shoot frozen tears? Though that could be a different item, like a Brain Freeze item? I think it would be pretty "cool". But if you do add it to this item. Make it so that the slow/freeze tear is a random color or a lighter blue, just to emphasize the whole colored snow cone thing.
