BFE Rocket jumping (Kinetic damage)

Unlike BFE version, this mod enables real rocket jumping, like HD games have. You can even Devastator-jump, though not too high.
Modifies "GlobalGameParameters" of BFE gametitle, so will conflict with other mods that do so (e.g. my Double Ammo on Serious mod).
Another effect of enabling energy from damage is that some enemies will now be pushed away by rockets explosions.
