I think if I played my cards correctly, T-Dog was the basicly the beta version of the mind-clearing water.

I guess this version of the water was to be more appealing to the citizens so they would drink it without seeing propaganda all-over it.

IDK if what I said was true, but I remember reading it somewhere in one of the Half Life 2 wikies.

I didnt knew the T.Dog Soda was a beta skin. i remember hexing a retexture from Gamebanana about it.
