It used to be possible to use the vehicles without the dlc's. but I am not aware of what has happened to this game lately

if i dont have the dlc is their a way to use the helicopter or some other way to transport stuff? i tried to load up zuse to move it
and how do i save in single player it says i dont have permision i dont know how to get that?
