This was taken straight out of my main mod.
It will change the overall speed of all horses & Horse Mods.
Reguardless of individual horse speed settings.
It is more effective than Better Horses & most horse speed mods.

Faster Walk Speed, Faster Sprint Speed & Faster Swim Speed!
Speeds are Realistic!

All horses will run as fast as they should.

Umm, I think what lolkill777 is trying to say is that there are mods that give you the option of starting elsewhere. Personally, I recommend such a thing. (Serial restarter)

Anyway, I love this mod because it makes having a horse feel worthwhile. I don't end up thinking, "Hey, should I get off and push? 'Cause I swear I can run this fast on my own." And it makes getting out of a tough situation even easier when I just book it.

Every single time I use this mod and forget to turn it off when I go to start a new profile, the horses misbehave on the road to Helgen. Hadvar's horse is practically in the cart with us, and then we turn too early for that left turn around the cliff and end up on the mountain. But with the horse still acting like we're on the road, so he makes the turns that other cart is before coming to a stop. If we were in Helgen, we would be exiting the cart but since we aren't, my game never progresses.
The mod is glorious when I'm not in the opening scene, but holy cow I am tired of Helgen.

@Artie, I use a even faster version for start. It makes the whole trip in 5 seconds.
Jumping over the whole area, randomly. It sometimes doesn't happen at all.
WHY: for mod testing you need to start a new game, 100s of times. It is frustrating waiting.

Just a warning, make sure that you don't use this mod when you start a new profile. The horse pulling the cart with you in it will get stuck up the side of a mountain and you won't be able to physically continue the game.

Does your mods still work for the latches skyrim patch? With the whole paid mods thing alot of mods won't download or work anymore...

yea? damn, i feel it wud be smoother to do it through steam unless ur smart which clearly u have some level of intelligence if u mod
