If you google "civ v steam won't download mod" - several links should popup with ideas about how to "force" Steam to download.
IIRC, the best way is to go to the Civ V Workshop from inside Civ V ("Get Mods"), then subscribe to the mod and see if that works better.
And good luck with Wallachia. I tried many, many times during testing to simply stay alive on the "Balkans Uprising of 1820" - I don't think I ever did... ;)
The best thing to do would be to clear the game's cache. This will give the game a fresh version of the database and force a re-download of all your mods. If you have a lot subscribed, this may take a bit of time, but it's a good thing to do every now and then.
If you're using the German States mod, then switch it off and try to use the Ottoman mod, the game may get confused and not work correctly. At times like this, clearing the cache is about all you can do to get the game working right again.
To clear the cache:
1. Exit Civ V
2. Use Windows Explored to open this folder:
C:\Users\XXXX\Documents\My Games\Sid Meier's Civilization 5\cache
where 'XXXX' is the account you installed the game with
3. Delete the contents
4. Restart Civ V, then check to see if the mod downloaded correctly
On the expansion mods, I'm also working on the Battle of Dennewitz and a smaller version of the Battle of Leipzig (Germanic Nations), the Peninsular War (Mediterranean Kingdoms), and the Russo-Ottoman War of 1806 (Ottoman World).
The maps are time consuming to build, even more time consuming to test, but I hope to have some more content for the mods release in the next 2-3 weeks. Thanks!

all i know is that u enable the mod and press start game but then it doesn't work plz help
