Paintball in Isaac!

Adds to paint-related items to the game:

Pica Paint
Tears up and multicoloured tears with puddle effect similar to mysterious liquid, causes enemies to explode into paint.
Also affects brim/tech lasers.

Paint Bombs
Custom Paint Bombs explode into randomly thrown paintballs, creating puddles of paint.

The items shouldn't be in the boss pools, especially not the paint bombs. The pica paint seems a little overpowered, especially compared to Mysterious Liquid. Maybe the tears up isn't needed? Or at least half the value.

Paint Bombs doesn't even work
