I have a high end computer with GTX1060 6GB Video card and a i7 6700HQ processor so I don't usually see these FPS drops even with over 2700 assets/mods and a population nearing 200k. I understand that lower end system can't handle them, so I usually test them on another computer with midrange specs, with a GTX850 4GB card and i5 dual core Processor (with the same number of assets/mods). FPS drops only occur with a bunch of mods at population of 100k, with 60% of the users using vehicles (that's 60000 potential vehicles!) Thus, I think that any vehicle below 5k tris should not impact performance on anyone with more than 2GB of dedicated graphics memory.
for cars I noticed, the rougher models don't impact fps that much. if you add a couple of vehicles with this amount of detail/polygones w/e, FPS just drops.
I have about 100 custom vehicles loaded, without too much performance issues.
