Initially only 3 highway connections work. As your city grows you will be able to complete the 4th highway, connecting it with the others.

I tried to make small natural looking rivers, they are not suitable for building dams. They are so shallow that initially pumps will drain the surrounding area, but dont be scared, the water level will come back pretty soon.
