According to the guys behind "XCom 2 International Voices Pack" there're 1700 lines per vanilla game voice.

I gotta say, I think the only issue with these mods is you seem to have really gone wild with it. I'm not sure how many voices the default packs have, but it seems that 1100 lines is ... a bit much. I'm not sure how these are stored in memory, but wouldn't this limit how many packs we could conceivably use?
