Instructions:
If you feel that the Kekistanis aren't available to recruit as much as you like you can increase or decrease the chances of their appearance in \Steam\steamapps\workshop\content\268500\856986103\Config\XComGameBoard.ini and change the value of "UnitWeight=" to whatever integer number you want.
