I haven't had the time to check the design in-game, but judging from the looks, I wouldn't say the cables are the actual problem. The problem with balance arises from the combination with other heavy elements, like the iron tubes, guns etc. all placed above center of the main hull. I'd imagine the hull to sink about one third into the water when propelled forward, which means that most of the weight is still way above center, leading it to sway heavily in waves or when turning. You could try adding the heavy keels below the masts as a counterweight (probably 3-5) or/and raising the propellers by one block so they align more or less with the actual waterline.
