all stats being tears, player speed, shot speed, and damage? (and maybe shot height, but whatever.)

(The base game itself is kinda flippent on what all stats means on a case by case basis, so eh.)

@Magikus612 It has a hard cap on when it stops providing stat upgrades, so it should work on the BASE MENT seed.

No, I mean that it's OP when you GET IT at start. Not when you are still in the start of the game. Not nearly as good when you take it on later floors.
