Could you please update this mod Sir?

If you want a different manpower percentage, it isn't difficult to update. Under your documents directory, find: ../Paradox Interactive/Hearts of Iron IV/Mods and find the file for the mod. On mind, it is ugc_842410870.mod. It is just a text file, so open it with notepad or any other text editor. It will show the name at the top, so if it is Increased Non Core Manpower, you have the right file. A few lines below that it shows the path of the actual mod files. For me, it is C:/Program Files (x86)/Steam/steamapps/workshop/content/394360/842410870. Go to that directory and then click on "common" to go to that subdirectory and then to "defines" and you will see a file called lua.lua. That is just another text file. Open it in notepad or whatever text editor you use. It is a one line file that changes the non core factor. Change that 0.30 at the end of the line to whatever percentage you prefer.

It would be nice if you could do a mod like 5% or 10% or something like this. 30% breaks the game and feels like massive cheating

I mean.. even advisors give only 2% extra.. which is already a lot.
