The tower gets 0/0 residents when I plop it down. In the RICO settings it says it should hold upto 145. Tower no. 1 gets 25 residents. Does anyone have an idea what's wrong?

OH MY GOD. DUDE YOU ARE A LIFE SAVER! XD. Im making my personal version of los angeles named las palmas, and i needed a similar building to the Ritz Carlton Hotel by the Staples Center in LA.
