@Jerry the point is that at the start it will be a loss but overtime as you gain Percentage boosts for your cities (such as markets, bank, etc) that +1 could become +4 or more so it would start paying for itself

- 3 per turn + 1 gold per turn, you can just change it to - 2 per tern and take away the plus one.
