Permanent Cold Snap and Heat Wave

Enables permanent cold snap and heat wave when seting up a custom scenario. For whatever reason, this is not included in the game by default.
Scenario Editor -> Edit Mode -> Add Part -> Permanent Map Condition -> Heat Wave / Cold Snap

I don't play much RimWorld anymore, so if someone wants to take control of this mod (or my other mods) for future updates, let me know. If not, I will try to keep it updated for 0.19+ and future versions (let me know in the comments when a new version comes out and the mod doesn't work).
