You can spawn this in through the Q menu under Entites/Distortions Addons/ HealthArmour NPC

This has a really simplistic config file too!

------------------CONFIG START------------------
HealthCost = 2000 --How much health will cost
------------------------------------------------
ArmorCost = 3000 -- How much armor will cost
------------------------------------------------
ModelName = "models/mossman.mdl" -- What model will the npc to spawn in
------------------CONFIG END--------------------
