It wasn't working for me, as I am using DarthMod and a load of other mods.
I got it to work by opening DarthMod with PFM(Pack File Manager)
https://sourceforge.net/projects/packfilemanager/
Then adding this mod (100 Agents) to DarthMod.
100 Agents is a little too much for me :p so I edited the 100 to 10.
It was easier to do it the above way than to make my own mod.
Try it if you want to adjust the agent cap, it took 2 minutes
I have no intention of fixing any of it, since I'm retired from modding this game, all I can help is try to have less mods installed, or not using mods like Darthmod and Radious, there's a chance that they tweaked the Agent recruitment.
Just try to find it yourself,It's made by me after all.
