Feel free to make a weapon using my tracers, just let me know and add me to the authors list.

Tracers:

cz_lasergun_tracer_red.lua
cz_lasergun_tracer_blue.lua

To add them to your Swep copy paste and edit this:

AddCSLuaFile( "effects/tracername.lua" )

To do:
Add new tracers

I don't think you can. However I made this addon for test purposes and to show developers what my tracers look like.
