Server Lua Errors Reporter

Displays most server Lua errors on the clients as well.
Very useful for developers, especially when access to server console is difficult.

This does not include:
- Startup errors
- Syntax errors
- Timers that are initialized too early
- GM functions that are run before PreGamemodeLoaded

New: ENT and SWEP functions will be shown after a Lua refresh as well.
