This one is deprecated anyways and doesn't provide good output.
I would just recommend you to use one of my newer ones like my 16-Bit XorShift PRNG which is off very high quality, in case that you need something even better you can also use my 32-Bit Xoshiro128++ PRNG, which is basically the best (most advanced) PRNG on the workshop right now...
You can find both of them on my workshop
that is not possible in normal means
1. the controller-ciruit is as small as possible
2. cutting away 3 random cells would make it to an on/off pulser
the only way would be by blueprintediting by placing everything in one block or so, but have fun connecting your seed input an output :/
