enforce RP-Name

Requires a user to have a vailid username

A name is treated valid if the following conditions are met:
- Pre- and Surname each at least 3 chars
- Pre- and Surname must start with a Captial and continue lowercase
- Only letters in the name

The name will be checked when the player joins the server, and when the player changes the name via the command. If the name is invalid a GUI to change the name will be displayed
