You unlock smelting for new metals by first procuring a bar of it;
Either by smelting enemy weapons and armor,
or by buying slivers from merchants.
Both of these sources are linked to your kingdom worth.
Higher worth -> better metals

Can you give some clarification as to what "growing kingdom" means? Is this based upon Kingdom Worth, or Population, or some other factor?
