I built one on my asteroid mining base, and built another on my ship, 100 meters away. Completely in line of sight and powered up on both. The interface for these antennas has a window that supposedly shows all other laser antennas capable of communicating. Both of the ones I built show nothing at all in that window.

I can't see anything wrong with what I'm trying, so it's possible this mod is not working. I'll check back, but I think this modder has left. Meanwhile, I'm going to find an extended range laser antenna mod that actually works and has been uploaded by an active modder...and that provides a description with how the antennas work.

It appears to communicate 500,000km without taking up the sheer size of Darth Biomech's array. Hefty component requirements to balance.
