I figured it out! I checked through the game's .scm files to see check how tenants are scored, and I found that the devs had not give small Tech offices a key and value.

I edited Settings.scm, adding "tech-one" to "score-office-technical", then "tech-one 1" to ";;office tracks". Saved the .scm file, then launched the game.

Thanks to your mods, I was able to add 4 small Tech offices and, along with 4 medium Creative/Tech offices, unlock large Engineering offices!

For anyone needing small Technical offices because the devs didn't put any in the game, this mod will help fulfill the large Engineering office requirements.

Could you please also tag your small Engineering office mod as tech-one? I like the Tech offices, but it makes sense for large Engineering offices to look for other Engineering offices.

I build 4 small Creatives and 4 medium Creative/Tech offices, and that has unlocked large Creative offices, but when I built 4 of these small Tech offices, I'm still not able to unlock large Engineering offices.

I've also tried building 4 of the small Engineering offices, but that also didn't work.
