You just explained a bug that's mentioned above in the description:
Known issues (as of game version v1.5.13 with Tempest dlc):
- If you research Meritocratic Promotion (era 2 tech which adds 2 slots on army and 1 slot for jewelry) the game flags mod's tech as researched, so you won't be able to get it. Current workaround: research mod's tech before Meritocratic Promotion.
- Going by that, I would only assume that this mod has not been updated since Tempest DLC came out.
Your problems might be caused by mod being simply outdated rather than other mods interfering.
There is not much either of us can do unless you know how to mod and can edit/update this one on your own. I no longer have the creator on my friend list but feel free to try adding them and asking them directly if they are still active on steam.
Thank you for your concern, however I'm currently busy with real life work and don't play this game for a very long time, so I can't ask you for your help now.
This mod is extension-type, and doesn't change anything already existing inside the game, so it should be compatible with any mod out there. However, it uses information about slots (files made by devs, thus there are described 'known' issues), so if you use a standalone-type or conversion-type mod, that deletes those, my mod wouldn't have any effect. But it doesn't make any sense to make such thing imo, so I guess I'm free to say that my mod is compatible with everything.
