QL supports TGA JPG and PNG. Do you have any problems with missing textures?
If you refering to the filesize of the levelshot, the TGA (or PNG) file takes up 2MB in the pk3.
JPG would be 2.2MB with the best quality setting, and still looking worse then TGA.
JPG is not really good at packing images with high contrast and many details.
If so, "r_vertexlight 0" is the solution.
